This is still not online in the normal viewers, but I found the text in the Congressional Record. I have done some limited formatting only for the purposes of readability. The original is attached via PDF and can be found on page 990 (page 5 of this 14 page extract).
This is identical to previous attempts except for one big modification (highlighted above): the language appears to allow those in Constitutional Carry states to carry in non-CC states via nothing but a government ID - no carry permit required.
Check out the differences between para 1 and para 2 - the second para is directly written for residents in Arizona, Vermont, Alaska, etc. and would create a scenario where they could carry in MD with nothing more than a driver's license or passport or...whatever other valid state ID they have.
Interesting update, and they still have opportunity to attach this to upcoming must-sign bills. Not sure that will happen - they seem to be giving up everything else lately.
