Pickup Truck and Transport: Soft-Case Range Back, Locking Compartments

I've gotten conflicting opinions. I have a pickup truck, i.e. no trunk. When transporting handguns to/from a range within Maryland, is a canvas range bag legal PROVIDED the firearm(s) are locked in one compartment of the bag AND the ammunition in another separate locked compartment of the same bag, with two separate locks of course? The locks would be a small combination padlock that secures two opposing zippers.



Bonus question: would this, if legal in Maryland, also be sufficient for INTERSTATE transport of handguns?
