Organize, prepare hundreds of these "shotguns" and take them to every such event as is humanly possible from coast to coast. Get to the collection points EARLY, take every penny they have.
Make a big deal out of buying firearms, or donate the money to pistol/rifle training groups for local chapters of the Isaak Walton League, Boy scouts or other group.
When they change the rules? Piece together old shot-out barrels and torch cut imports to make semi-functional carbines, and PISTOLS since those fetch the most money. Organize, collect, assemble, FABRICATE - you know someone with a desktop CNC mill? Have access to a home machine shop? Start using those 3D printers to make up frames, barrels, receivers, cylinders for mocked-up revolvers. Stay one step ahead of them. Infiltrate their ranks for the inside info.
